About the position The Senior Budget Analyst 1/Trainee 1/2 position at the New York State Office of Children and Family Services (OCFS) is designed to support the agency's mission of protecting vulnerable populations and improving the well-being of children and families. The role involves assisting in the development of the agency's budget, particularly for the Child Care Development Block Grant (CCDBG), and requires collaboration in a fast-paced team environment. The incumbent will engage in budget monitoring, fiscal analysis, and the implementation of the enacted state budget, while gaining a comprehensive understanding of relevant federal and state regulations. Responsibilities β’ Assist in the development of the OCFS Local Assistance program budget for the Child Care Development Block Grant (CCDBG). β’ Review and analyze legislative proposals and implement the Enacted State Budget. β’ Perform day-to-day budgeting analyst functions such as reviewing program plans and policy directives. β’ Prepare and analyze agency budget requests. β’ Monitor revenue and expenditures related to various program accounts. β’ Develop account-specific cost projections and spending reports. β’ Monitor and manage contracts related to specific program accounts. β’ Assist in monitoring capital fund disbursements and maintain spreadsheets. Requirements β’ A bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions for Senior Budgeting Analyst. β’ A bachelor's degree and one year of professional experience in budget estimation, justification, and expenditure control functions for Budgeting Analyst Trainee 2. β’ A bachelor's degree for Budgeting Analyst Trainee 1. Nice-to-haves β’ Experience with fiscal analyses related to assigned programs. β’ Knowledge of federal and state regulations, laws, and policies.
