Role Overview

We are seeking a highly analytical and strategic Cloud Financial Analyst to evaluate existing cloud environments (including Amazon Web Services and Microsoft Azure), optimize cloud spend, and provide data-driven recommendations on adopting or expanding into alternative cloud platforms such as Oracle Cloud Infrastructure and Google Cloud Platform.

    This role supports government cloud modernization initiatives by ensuring financial accountability, regulatory compliance, pricing transparency, and long-term sustainability across multi-cloud environments.Key Responsibilities1. Cloud Financial Analysis & Optimization
  • Analyze current cloud spending across AWS and Azure environments.
  • Identify cost inefficiencies, underutilized resources, and optimization opportunities.
  • Develop forecasting models for future cloud consumption.
  • Implement and mature FinOps governance practices.
  • Establish cost allocation, chargeback/showback models, and cloud financial controls.
  • 2. Multi-Cloud Pricing & Commercial Evaluation
  • Compare pricing models, discount structures, and government-specific contracts across AWS, Azure, OCI, and Google Cloud Platform.
  • Evaluate Reserved Instances, Savings Plans, enterprise agreements, and committed use discounts.
  • Assess procurement structures, volume commitments, and multi-year contract implications.
  • Support vendor negotiations with financially grounded insights.
  • 3. Detailed Cost Evaluation & Financial Modeling
    Perform structured financial comparisons across providers including:
  • Compute costs (VM types, autoscaling, burst workloads)
  • Storage costs (object, block, archival tiers)
  • Networking costs (bandwidth, load balancing, VPN, private connectivity)
  • Licensing implications (BYOL vs bundled licensing, database licensing models)
  • Egress and interconnect charges (cross-region, cross-cloud, hybrid connectivity)
  • Government-specific hosting premiums (e.g., regulated environments)
  • Perform high-level Total Cost of Ownership (TCO) comparison scenarios including:
  • Migration costs
  • Refactoring vs lift-and-shift implications
  • Operational overhead
  • Long-term cost scalability
  • Exit costs and vendor lock-in considerations
    4. Government Compliance & Risk Assessment
  • Ensure alignment with federal/state compliance frameworks (e.g., FedRAMP, FISMA, CJIS, data sovereignty requirements).
  • Assess financial and contractual risks across vendors.
  • Support audit readiness and regulatory reporting.
  • Evaluate risk-adjusted cost modeling for mission-critical workloads.
  • 5. Multi-Cloud Strategy & Business Case Development
  • Conduct comparative financial and technical assessments of OCI and Google Cloud Platform against AWS and Azure.
  • Develop executive-ready business cases for cloud diversification or consolidation.
  • Align financial recommendations with resilience, sovereignty, and security objectives.
  • Provide scenario-based recommendations (single cloud vs multi-cloud vs hybrid).
  • 6. Executive Reporting & Stakeholder Engagement
  • Build executive dashboards for cloud financial performance.
  • Present recommendations to CIOs, CFOs, procurement leaders, and government executives.
  • Partner with architecture, engineering, and procurement teams to align financial and technical strategies.
  • Support RFP development and cost modeling for vendor selection.
  • Required Qualifications
  • Bachelor’s degree in Finance, Accounting, Economics, Information Systems, or related field (MBA preferred).
  • 5+ years of experience in financial analysis, cloud cost management, IT finance, or public sector advisory.
  • Strong working knowledge of AWS and Azure cost management tools.
  • Experience evaluating OCI and/or Google Cloud Platform pricing models.
  • Advanced financial modeling and Excel expertise.
  • Experience supporting government or public sector organizations.
  • Preferred Certifications
  • AWS Certified Cloud Practitioner / Solutions Architect
  • Azure Fundamentals / Azure Solutions Architect
  • FinOps Certified Practitioner
  • Government compliance familiarity (FedRAMP, FISMA)
